Preheat your oven to 350°F (175°C) and line a baking sheet with parchment paper if desired.
In a large mixing bowl, cream together the softened butter and 1 cup of granulated sugar using an electric mixer until light and fluffy (about 3-5 minutes).
Add the eggs one at a time, mixing well after each addition. Then, mix in the vanilla extract.
In a separate bowl, whisk together the flour, baking powder, baking soda, salt, and cream of tartar.
Gradually add the dry ingredients to the wet ingredients, mixing until just combined. Be careful not to overmix.
Roll the dough into balls about 1 inch in diameter. Roll each ball in the extra ¼ cup of granulated sugar to coat.
Place the coated dough balls on the prepared baking sheet about 2 inches apart.
Bake in the preheated oven for 8-10 minutes, or until the edges are lightly golden but the centers are still soft.
Remove from the oven and let cookies cool on the baking sheet for 5 minutes before transferring them to a cooling rack to cool completely.
