Preheat your oven to 350°F (175°C) and line a cookie sheet with parchment paper.
In a medium bowl, sift together the flour, cocoa powder, baking powder, baking soda, and salt. Set aside.
In a large mixing bowl, cream the softened butter and granulated sugar together using an electric mixer or whisk until light and fluffy, about 3-4 minutes.
Add the egg, red food coloring, and vanilla extract to the mixture, combining well.
Gradually add the dry ingredients to the wet mixture, stirring until just combined. Be careful not to overmix.
Chill the dough in the refrigerator for about 15 minutes until slightly firm.
Roll the dough into small balls (about 1 inch in diameter), then roll each ball in powdered sugar until completely coated.
Place the dough balls on the prepared cookie sheet, spacing them about 2 inches apart.
Bake in the preheated oven for 10-12 minutes or until the edges are set and the tops are slightly cracked.
Allow the cookies to cool on the pan for a few minutes before transferring them to a wire rack to cool completely.
