Scoop the vanilla ice cream into four equal balls, about 1 cup each. Place the scoops on a baking sheet lined with plastic wrap and freeze for at least 2 hours to firm up.
In a mixing bowl, combine the crushed corn flakes and ground cinnamon. Set aside.
In another bowl, whisk together the all-purpose flour, eggs, and milk until smooth.
Remove the ice cream scoops from the freezer. Dip each scoop into the flour mixture, coating it evenly.
Next, roll the coated ice cream scoop in the corn flake mixture, pressing gently to adhere the flakes to the ice cream. Repeat with all scoops.
Heat vegetable oil in a deep fryer or large pot to 350°F (175°C).
Carefully place each coated ice cream scoop into the hot oil, one at a time, and fry for about 30 to 40 seconds, or until golden brown. Do not overcrowd the pot; fry in batches if necessary.
Using a slotted spoon, remove the fried ice cream from the oil and place it on a paper towel-lined plate to drain excess oil.
Serve immediately, topped with whipped cream, drizzled with chocolate sauce, and garnished with fresh fruit if desired.
