Preheat the oven to 400°F (200°C).
In a mixing bowl, combine the ground beef, breadcrumbs, Parmesan cheese, parsley, egg, garlic, salt, and pepper. Mix well and form into small meatballs, about 1 inch in diameter.
Place the meatballs on a baking sheet and bake in the preheated oven for 15-20 minutes, or until browned and cooked through.
While the meatballs are baking, heat olive oil in a large pot or Dutch oven over medium heat. Add the chopped onion, carrots, and celery. Sauté for about 5-7 minutes until the vegetables are softened.
Add the canned diced tomatoes (with juice), chicken broth, oregano, and basil to the pot. Stir well and bring to a boil.
Once boiling, add the small pasta and reduce heat to a simmer. Let cook according to pasta package instructions, usually around 8-10 minutes, until al dente.
Once the meatballs are ready, gently add them to the simmering soup. Allow them to warm for an additional 5 minutes.
Season with salt and pepper to taste. Serve hot, garnished with fresh parsley if desired.
